La propuesta de este parque considera dos elementos decisivos en la estructuración de la idea.
1) El trazado se corresponde a la tensión que para nosotros genera la relación entre la ciudad y el río tomando como dato estructurador la trama existente al este y la naturaleza en el horizonte este.
2) La noción de una arquitectura definida a partir de un suelo artificial, utilizando un recurso existente, el excedente de tierra producto de la construcción de la infraestructura de la nueva urbanización de Puerto Madero.
A partir de estas dos ideas iniciales, definimos una arquitectura del paisaje que se basa fundamentalmente en la construcción de un espacio abierto, donde la escala esta fuertemente determinada por la diferenciación de niveles y la materialidad elegida (los gaviones de piedra y el hormigón) y por el material vegetal, tradicional elemento estructurador del paisajismo del siglo pasado.
Se diferencian dos áreas, una boscosa y otra abierta, una plana y otra con pendientes, vinculando la primera al eje costero y la segunda a la trama barrial, buscando integrar en esta pieza las determinaciones de su entorno.
En el área abierta se definen tres recintos de forma ojival, resolviendo la tensión entre ambas geometrías.
Las áreas elevadas se estructuran a partir de la articulación de un paseo principal sobre el borde del terraplén al este y su relación con los senderos que resultan de la continuidad del trazado propuesto por Forestier en la Antigua Costanera Sur y su relación con las escalinatas y rampas que vinculan los dos planos de la nueva propuesta.
Este sector se caracteriza por la plantación de árboles de crecimiento lento y herbáceas que definen recintos de escala intermedia entre los grandes planos de las plazas y el gran paseo superior.
La escalinata de acceso desde el sur, opera como puerta de acceso a este sistema elevado. La gran plaza seca a continuación de la misma, recibirá a futuro un conjunto de esculturas que completaran y le darán identidad al planchón de 25 x 50 m.
Las tres plazas en el plano inferior, proponen programas diferentes:
a) La primera, dedicada a los niños se estructuró con un trazado que permite diferenciar áreas de juegos por edades.
b) La segunda propone una sucesión de recintos, que estructuran un rosedal y definen espacios de contemplación y lectura.
c) La tercera propone, un gran plano verde, en el que unas tarimas de madera permiten tomar sol, reposar y completar estas funciones con otros usos espontáneos no previstos.

The proposal of this park considers two decisive elements in the structuring of the idea.
1) The layout corresponds to the tension that the relationship between the city and the river generates for us, taking as a structuring data the existing plot to the east and nature on the east horizon.
2) The notion of an architecture defined from an artificial soil, using an existing resource, the surplus of land resulting from the construction of the infrastructure of the new urbanization of Puerto Madero.
From these two initial ideas, we define a landscape architecture that is fundamentally based on the construction of an open space, where the scale is strongly determined by the differentiation of levels and the chosen materiality (stone gabions and concrete) and for the vegetal material, traditional structuring element of the landscaping of the last century.
Two areas are distinguished, one wooded and one open, one flat and one with slopes, linking the first to the coastal axis and the second to the neighborhood plot, seeking to integrate in this piece the determinations of its surroundings.
In the open area, three enclosures are defined ogivally, resolving the tension between the two geometries.
The elevated areas are structured from the articulation of a main promenade on the edge of the embankment to the east and its relationship with the trails that result from the continuity of the path proposed by Forestier in the Old Costanera Sur and its relationship with the stairways and ramps that link the two planes of the new proposal. This sector is characterized by the planting of slow-growing and herbaceous trees that define intermediate scale enclosures between the large planes of the plazas and the large upper promenade. The access stairway from the south, operates as a gateway to this elevated system. The large dry square after it will receive a set of sculptures that will complete and give identity to the 25 x 50 m. slab in the future.
The three seats in the lower level, propose different programs:
a) The first, dedicated to children, was structured with a layout that allows differentiating play areas by age.
b) The second proposes a succession of enclosures, which structure a rose garden and define spaces for contemplation and reading.
c) The third proposes, a large green plane, in which wooden pallets allow sunbathing, resting and completing these functions with other spontaneous uses not foreseen.
