Buenos Aires está signada por una visión sobre el paisaje que pertenece al siglo pasado y se corresponde con las nociones de las escuelas inglesa y francesa. Como la ciudad se piensa definitivamente como un hecho artificial, las operaciones paisajísticas deben producirse con una lógica para la construcción de un cuerpo de pensamiento sobre el paisaje en el tercer milenio.
El espacio público de Puerto Madero sumaba el desafío de resolver definitivamente la relación del área central de la ciudad con el río, estructurar una nueva relación entre el borde natural y el construido. Las decisiones proyectuales fueron seguir la lógica de construcción de los edificios, operar con los mismos atributos e instrumentos: por ello el parque Mujeres Argentinas es un parque construido.
Espacio único en la Ciudad, montado sobre el eje fundacional urbano, se propone significar un lugar de carácter fuertemente simbólico, para eventos públicos masivos y acciones culturales de una escala que la ciudad no tenía dónde contener. En definitiva, un estadio-teatro a cielo abierto de escala metropolitana.
La decisión material queda definida por el movimiento de suelo: el terreno contaba con un nivel promedio de tres metros sobre la acera, la definición del espacio principal ubica su piso en coincidencia con el nivel de vereda; el excedente de tierra fue desplazado hacia sus bordes conformando un anfiteatro verde, con nivel de tres metros promedio. El límite está montado sobre un recorrido perimetral trazado de unos muros de gaviones de contención.
El proyecto se completó con un sistema de plazoletas públicas ubicadas en los bordes urbanos del terreno que arman la relación con el tejido y permiten el acceso exterior al nivel superior del talud.

Buenos Aires is marked by a vision of the landscape that belongs to the last century and corresponds to the notions of English and French schools. As the city is definitely thought of as an artificial fact, landscape operations must be produced with a logic for the construction of a body of thought about the landscape in the third millennium.
The public space of Puerto Madero added the challenge of solving definitively, the relation of the central area of the city with the river, structuring a new relationship between the natural and the built edge. The design decisions were: to follow the logic of construction of the buildings, to operate with the same attributes and instruments; for that reason, the Mujeres Argentinas park is a park built.
Unique space in the City, mounted on the urban foundational axis,
it is proposed to create a place with a strongly symbolic character, for massive public events and cultural actions of a scale that the city had no place that could contain it. In short, an open-air stadium-theater of metropolitan scale.
The material decision is defined by the movement of soil: the land had an average level of three meters over the sidewalk, the definition of the main space locates its floor in coincidence with the level of the sidewalk; the excess of land was displaced towards its edges forming a green amphitheater, with an average level of three meters. The limit is mounted on a perimeter path traced by walls of containment gabions.
The project was completed with a system of public squares located in the urban edges of the land that forms the relationship with the tissue and allows external access to the upper level of the slope.
